7878 Be it enacted by the Legislature of the State of Arizona: Section 1. Appropriation; department of education; family support services; grant program; exemption A. The sum of $5,000,000 is appropriated from the state general fund in fiscal year 2023-2024 to the department of education to administer a family support services grant program. The department shall use the monies appropriated by this section to award grants pursuant to title 41, chapter 24, Arizona Revised Statutes, to school districts and charter schools in this state to provide support, referral and parent education services and resources for families seeking assistance with behavioral and social issues impacting a student and the student's family. The support, referral and parent education services and resources must be provided by one or more of the following school-based mental health professionals: 1. A licensed behavioral health provider participating in childrens behavioral health services pursuant to section 36-3436, Arizona Revised Statutes, who is contracted to provide school-based mental health services. 2. A professional educator who holds a valid school counselor certificate issued by the department of education. 3. A school psychologist who holds a valid school psychologist certificate issued by the department of education. 4. A professional educator who holds a valid school social worker certificate issued by the department of education. B. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations.
