Assigned to HHS FOR COMMITTEE ARIZONA STATE SENATE Fifty-Sixth Legislature, First Regular Session FACT SHEET FOR S.B. 1041 chiropractic care; nutritional supplements Purpose Excludes nonprescription water-soluble nutritional supplements from the prohibition of chiropractors prescribing medicine or drugs. Background A chiropractor is a licensed portal of entry health care provider whose services include: 1) diagnosing and correcting subluxations, functional vertebral or articular dysarthrosis and neuromuscular skeletal disorders; 2) conducting physical and clinical examinations, diagnostic x-rays, and outlined clinical diagnostic laboratory procedures; 3) providing treatment through physical medicine, therapeutic modalities and adjustment of the spine or body articulations; 4) performing procedures to correct subluxations and skeletal disorders; 5) prescribing orthopedic supports; and 5) acupuncture treatment. Chiropractors are prohibited from prescribing or administering medicine or drugs, performing surgery and practicing obstetrics (A.R.S. ยง 32-925). Water-soluble nutritional vitamins are supplements that dissolve in water upon entering the human body and participate in many biochemical functions for purposes of improving physical health. These supplements include Vitamin B and C complexes (National Library of Medicine). Nutrition includes vitamins, minerals, water, enzymes, botanicals, homeopathic preparations, phytonutrients, glandular extracts, and natural hormones (A.A.C. R4-7-101). There is no anticipated fiscal impact to the state General Fund associated with this legislation. Provisions 1. Excludes nonprescription water-soluble nutritional supplements from the prohibition of chiropractors prescribing medicine or drugs. 2. Makes conforming changes. 3.
