SB1095: early ballot envelope; notice

Overview 
Requires the return envelope containing an early ballot to include a specified statement regarding 
the potential for delayed election results. 
History 
The County Recorder or other officer in charge of elections may begin distributing the early ballots 
27 days before the election. The County Recorder is charged with processing early ballot requests 
in order to provide early ballots and printed instructions to early voters directing the voters to sign 
the affidavit, mark the ballot and return both in the enclosed envelope (A.R.S. §§ 16-542, 16-544). 
In order for an early ballot to be valid and counted, the ballot and affidavit must be delivered to 
the office of the County Recorder or other officer in charge of elections or may be deposited at 
any polling place in the county no later than 7:00 p.m. on election day. The ballot will not be 
counted without the voter's signature on the envelope (A.R.S. § 16-547).  
Provisions 
1. Adds that the envelope accompanying the early ballot must state the following: Dropping off 
an early ballot after the Friday before the election may result in delayed election results as 
each ballot requires verification. (Sec. 1)
