SB 1273: early ballot delivery; instruction requirements

Overview 
Requires the counties to include, in the official instructions for voters on election day and the 
printed instructions to early voters, a specified statement concerning the unlawful handling and 
return of ballots. 
History 
Early ballot affidavit envelopes are required to include printed instructions to early voters that 
direct them to sign the affidavit, mark the ballot and return both in the self-addressed envelope.  
Additionally, the instructions must include a statement that provides specified information, 
including deadlines for the ballot to be counted. Similarly, the Board of Supervisors are required 
to prepare instructions for voters and election officers on election day (A.R.S. §§ 16-513, 16-547).  
Provisions 
1. Instructs the counties to include a statement in the printed instructions for voters on election 
day and the printed instructions for early voters that specifies a person may only handle or 
return their own ballot or the ballot of certain individuals such as family members. (Sec. 1, 2)
