History The Arizona Department of Homeland Security (AZDOHS) formulates plans and programs to enhance the ability of Arizona to prevent and respond to acts of terrorism and other critical hazards. AZDOHS provides regional and statewide homeland security strategy, and it coordinates and disburses federal homeland security grant program resources (A.R.S. § 41-4254). Provisions 1. Establishes the Program within AZDOHS to provide funding for nonprofit organizations that are at risk of hate crimes or other attacks. (Sec. 1) 2. Outlines permissible activities for target hardening, including planning, equipment, training and security personnel. (Sec. 1) 3. Requires AZDOHS to award up to $1,000,000 in any grant year, with no nonprofit organization to receive more than $100,000 in a year. (Sec. 1) 4. Specifies that an applicant for a grant must have either not received federal nonprofit security grant monies or have been unable to fund a request and wait for reimbursement. (Sec. 1) 5. Directs applicants to use a form prescribed by AZDOHS or the form for a federal nonprofit security grant. (Sec. 1) 6. Creates the Fund, to be administered by AZDOHS and invested by the State Treasurer. (Sec. 1) 7. Defines equipment, planning, security personnel and training. (Sec. 1) 8. Appropriates a non-lapsing $5,000,000 from the GF in FY 2024 to the Fund. (Sec. 2) 9. Allows AZDOHS to use up to 5% of the appropriation to administer the Program.
