FACT SHEET FOR S.B. 1335 
 
appropriation; older individuals; blind. 
Purpose 
Appropriates $1 million in FY 2025 from the state General Fund (state GF) to the 
Department of Economic Security (DES) for the Older Individuals Who Are Blind program. 
Background 
The Independent Living Older Blind program (ILOB) established within DES helps 
persons who are blind or visually impaired achieve their goals for independent living. ILOB 
services may include rehabilitation teaching, orientation and mobility services, and orientation and 
adjustment to blindness services. 
An individual may be eligible to receive ILOB services if the individual: 1) is at least 55 
years old and has a significant visual impairment; 2) has a visual impairment that substantially 
limits their ability to be independent; 3) requires ILOB services to become or remain independent; 
and 4) is able and willing to participate in ILOB services (DES). 
S.B. 1335 appropriates $1 million in FY 2025 from the state GF to DES. 
Provisions 
1. Appropriates $1 million in FY 2025 from the state GF to DES for the Older Individuals Who 
Are Blind program. 
2. Becomes effective on the general effective date.
