Assigned to ELEC AS PASSED BY HOUSE ARIZONA STATE SENATE Fifty-Sixth Legislature, Second Regular Session AMENDED FACT SHEET FOR S.C.R. 1023 general election day; all offices Purpose Subject to voter approval, constitutionally requires that a general election for city, town and school district officials must take place on the first Tuesday after the first Monday in November of every even numbered year. Background The general election of representatives in U.S. Congress, and state, county and precinct officers must take place on the first Tuesday after the first Monday in November of every even numbered year. Except for regular elections in a city or town with a population of 175,000 persons or more, all elections are held on: 1) the second Tuesday in March; 2) the third Tuesday in May; 3) the tenth Tuesday before the first Tuesday after the first Monday in November; and 4) the first Tuesday after the first Monday in November. Nonpartisan elections held by a school district, city or town that are not held concurrently with a general election must be called within 180 days of the election (Ariz. Const. art. 7 § 11; A.R.S. §§ 16-204 and 16-226). There is no anticipated fiscal impact to the state General Fund associated with this legislation. Provisions 1. Requires a general election for city, town and school district officials to take place on the first Tuesday after the first Monday in November of every even numbered year, in addition to representatives of U.S. Congress and state, county and precinct officials. 2. Requires the Legislature to prescribe uniform dates and procedures for county, city and town elections, including charter city and county elections. 3. Designates this legislation as the Voter Participation and Uniform Elections Act. 4. Contains a statement of legislative findings. 5. Requires the Secretary of State to submit the proposition at the next general election. 6. Becomes effective if approved by the voters and on proclamation of the Governor.
