6980 Whereas, police, fire and emergency services are fundamental cornerstones of civil society; and Whereas, the safety and security of our state depend on the commitment, courage and selflessness of law enforcement officers and other first responders to put themselves in harm's way; and Whereas, providing law enforcement assistance to federal, state and local law enforcement agencies, the Arizona Rangers were officially established in state statute in 2002. They also provide other community services, such as security services for community and civic organizations and support for youth and youth organizations within Arizona; and Whereas, first responders risk their own safety and personal property in executing their duties to protect the public on a daily basis; and Whereas, first responders are the first line of defense for the public against threats, both domestic and foreign; and Whereas, first responders stand ready to come to the aid of United States citizens twenty-four hours a day; and Whereas, Arizona Rangers, law enforcement officers, sheriffs and other first responders are dedicated, unselfish and honorable individuals who serve this state and its citizens and preserve the tradition, honor, ethics and history of this state. Their history is one of integrity, pride and unequaled law enforcement service; and Whereas, the sheriff is the last line of defense for American citizens and is the only elected law enforcement official in America; and Whereas, law enforcement officers valiantly put themselves at perilous risk to keep the citizens of this state unscathed; and Whereas, law enforcement officers and other first responders display immense analytical and critical-thinking skills every day, making split-second, life-altering decisions in stressful and ever-changing environments; and Whereas, individuals who join law enforcement on a volunteer basis receive no monetary compensation or reimbursement for their service and provide their own uniforms, duty gear, weapons and ammunition; and Whereas, by nature dedicated and trustworthy, the well-trained law enforcement officers, first responders and Arizona Rangers are committed to public service; and Whereas, first responders are a vital part of our communities, not only standing ready to deal with emergencies but also volunteering in our schools and community organizations; and Whereas, both career and volunteer individuals from police, fire, emergency medical services, search and rescue, the Arizona Rangers and other organizations in the public safety sector come together as a collective to aid the public in the event of an emergency; and Whereas, the Arizona Rangers, past and present, have proven to be a valuable and important part of Arizona's historical heritage; and Whereas, it is fitting that the people of Arizona honor, recognize and thank the first responders who serve and protect them and create safe communities that we all desire. Therefore Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring: 1. That the Members of the Legislature honor and express their sincere gratitude to all law enforcement personnel and other first responders in the State of Arizona. 2. That the Members of the Legislature recognize the rich history of Arizona's first responders and honor volunteers for their unparalleled public service.
