AN ACT

 

AMENDING title 41, chapter 37, article 2, Arizona Revised Statutes, by adding section 41-3958; repealing section 41-3958, Arizona Revised Statutes; relating to the Arizona department of housing.

 Be it enacted by the Legislature of the State of Arizona: Section 1. Title 41, chapter 37, article 2, Arizona Revised Statutes, is amended by adding section 41-3958, to read: START_STATUTE41-3958. Arizona supportive housing pilot program A. The Arizona supportive housing pilot program is established in the department to address chronic HOMELESSNESS in this state by OFFERING STABLE housing with access to mental health services, substance use treatment, job training and other essential services to INDIVIDUALS EXPERIENCING homelessness in this state. The Arizona supportive housing pilot program shall be funded with monies from the department and any other state or federal grants. B. INDIVIDUALS experiencing chronic homelessness and SPECIFICALLY INDIVIDUALS with mental health or substance use disorders are eligible to participate in the program. The department shall give Priority to veterans, families, senior citizens and youth experiencing homelessness in this state to participate in the program. C. The program shall provide Small facility or dormitory-style housing to program participants, with units designed to accommodate at least ten residents but not more than twenty residents per home. Each facility shall feature COMMUNAL kitchens and living areas and designated spaces for therapy or case management. D. All program staff shall receive trauma-informed care training to ensure supportive, nonJUDGMENTAL interactions with program participants. E. Program participants shall have access to case managers and social workers who shall connect the participants with any additional resources as needed. F. The department shall: 1. Meet QUARTERLY with stakeholders to ensure COLLABORATION between health, housing and social service agencies in this state and allow for ongoing adjustments to the program. 2. adopt rules necessary to IMPLEMENT this section. G. The program shall: 1. Track participant housing stability using the homeless management information system with a goal of reducing CHRONIC homelessness AMONG program participants by Seventy-five percent within three years. 2. Collect and track employment and training PARTICIPATION data among program participants with a goal of securing employment, enrolling participants in job training programs or obtaining stable income sources for sixty percent of program participants. 3. Track housing stability DATA throughout the program with a goal of maintaining housing for eighty-five percent of program participants for two years after entering the program. H. On or before December 31 each year, the department shall submit a report to the governor, the president of the senate and the speaker of the house of representatives that includes information concerning the program, whether any changes should be made to the program to increase the program's effectiveness, any RECOMMENDATIONS for STATEWIDE expansion of the program and any necessary adjustments. In the department's final report, the department shall recommend whether the PROGRAM should be continued. END_STATUTE Sec. 2. Delayed repeal Section 41-3958, Arizona Revised Statutes, as added by this act, is repealed from and after December 31, 2030.
