Overview 
Prohibits photo enforcement systems to identify violators of specified traffic statutes.  
History 
A photo enforcement system is a device substantially consisting of a radar unit or sensor 
linked to a camera or other recording device that produce one or more photographs, 
microphotographs, videotapes or digital or other recorded images of a vehicle's license plate 
for the purpose of identifying violators of specified traffic statutes (A.R.S. § 28-601). 
Statute prescribes regulations and prohibitions relating to photo enforcement systems and 
grants authority to municipalities and other local authorities for the enforcement of traffic 
laws. Municipalities may appoint peace officers, traffic investigators, unarmed police aids 
and approved private contractors to aid in traffic enforcement (A.R.S. § 28-627 and Title 28, 
Chapter 3, Art. 21). 
Provisions 
1. Prohibits a local authority or agency of Arizona, rather than unarmed police aides, 
municipally approved private contractors and traffic investigators, from using a photo 
enforcement system to identify violators of statutes relating to speed restrictions and 
traffic signs. (Sec. 2, 5) 
2. Redefines photo enforcement system. (Sec. 3) 
3. Repeals specified sections of statute relating to photo enforcement systems. (Sec. 4, 6) 
4. Contains a legislative intent clause. (Sec. 7) 
5. Requires the Secretary of State to submit this proposition to the voters at the next general 
election. (Sec. 7) 
6. Becomes effective if approved by the voters and on proclamation of the Governor. 
7. Makes conforming changes. (Sec. 1, 2)
