 BILL NUMBER: AB 1411AMENDED BILL TEXT AMENDED IN ASSEMBLY JUNE 2, 2009 AMENDED IN ASSEMBLY MAY 12, 2009 INTRODUCED BY Assembly Member Torrico FEBRUARY 27, 2009 An act to add Section 9025.5 to the Government Code, relating to the Legislature. LEGISLATIVE COUNSEL'S DIGEST AB 1411, as amended, Torrico. Legislature: delayed budget bill passage. The California Constitution requires the Legislature to pass a Budget Bill by June 15 of each year. This bill would prohibit, if the Budget Bill is not passed by the Legislature and sent to the Governor by midnight on June 30 of each year, Members of the Legislature from engaging in campaign fundraising activities  from July 1  until  August 15 or the date on which  the Budget Bill is passed and sent to the Governor  , whichever occurs first  . Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 9025.5 is added to the Government Code, to read: 9025.5. (a) If the Legislature does not pass and send to the Governor by midnight on June 30 a Budget Bill for the  following fiscal year, in accordance with paragraph (3) of subdivision (c) of Section 12 of Article IV of the California Constitution   following fiscal year  , a Member of the Legislature shall not participate in any campaign fundraising activity from  June 16   July 1  until  August 15 or  the date  that   on which  the Budget Bill is passed by the Legislature and sent to the Governor  , whichever occurs first  . (b) For purposes of this section, "Budget Bill" means a bill that makes appropriations for the support of the government of the state for an entire fiscal year.
