LEGISLATIVE COUNSEL'S DIGEST AB 2450, as amended, Furutani. Community colleges: economic and workforce development. Existing law establishes the California Community Colleges under the administration of the Board of Governors of the California Community Colleges. Existing law requires the board of governors to appoint a chief executive officer, known as the Chancellor of the California Community Colleges. Existing law, until January 1, 2013, establishes the California Community Colleges Economic and Workforce Development Program, which is also known as the ED>Net Program, and sets forth the mission of the program. Existing law requires the board of governors, as part of the program, to award grants to community college districts for leadership in accomplishing the missions and goals of the program. Existing law requires the chancellor to implement accountability measures for purposes of the program and to submit an annual report to the Governor and the Legislature regarding program expenditures.This bill would make technical, nonsubstantive changes to these requirements.This bill would instead require the chancellor, in coordination with the Legislative Analyst's Office and industry stakeholders, to provide a study to improve and implement these accountability measures. Vote: majority. Appropriation: no. Fiscal committee:noyes . State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 88550 of the Education Code is amended to read: 88550. (a) The chancellor , in coordination with the Legislative Analyst's Office and industry stakeholders, shall provide a study to improve and shall implement accountability measures that provide the Governor, the Legislature, and the general public with accountability measurements of the program that quantify both employer and student outcomes and seek to specifically isolate the impact of the ED>Net Program on participants. (b) The chancellor shall submit a report to the Governor and Legislature on or about March 1 of each year. The report shall provide sufficient information to ensure the understanding of the magnitude of expenditures by type of expenditure, including those specified in Section 88525, disaggregated by industry cluster and region. The report shall also include the marketing efforts conducted, the type of services provided to colleges and employers, and the number of businesses, students, and employees served, and identify the benchmarks and indicators used to demonstrate the results achieved.
