Employment: California Green Workforce Partnership Demonstration Program. Existing law declares that it is the policy and responsibility of the state to foster and promote growth in employment, productivity, income, and purchasing power. This bill would declare the Legislature's intent to establish a 3-year pilot program, known as the California Green Workforce Partnership Demonstration Program, to develop workers for employment in green industries and environmentally sustainable business activities. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. (a) It is the intent of the Legislature to establish a three-year pilot program, known as the California Green Workforce Partnership Demonstration Program, to develop workers for employment in green industries and in environmentally sustainable business activities. (b) The program shall invest program resources for the following purposes: (1) To conduct green-focused labor market and economic research. (2) To develop workers for green industries by providing them with the knowledge, skills, and abilities required for environmentally sustainable workplace activities, clean technology innovation, and deployment of clean and renewable energy technologies in businesses, industries, and communities in this state. (c) The program may provide, procure, fund, or arrange for workforce investment strategies in environmentally sustainable industries. (d) The program shall establish criteria to measure progress in achieving objectives, and this criteria shall be used to evaluate other programs having similar objectives.
