LEGISLATIVE COUNSEL'S DIGEST AB 617, as introduced, Blumenfield. State government: information technology: environmental practices. Under existing law, the State Chief Information Officer is required, among other things, to advise the Governor on the strategic management and direction of the state's information technology resources. This bill would require the State Chief Information Officer to establish and enforce a state information technology strategic plan to protect the environment and reduce energy use. The bill would require the strategic plan to include specified elements. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 11547.5 is added to the Government Code, to read: 11547.5. The State Chief Information Officer shall establish and enforce a state information technology strategic plan to protect the environment and reduce energy use. The strategic plan shall include all of the following elements: (1) Application of stringent energy and environmental standards and requirements for the procurement of new information technology hardware by state agencies. (2) Incorporation of proven green technologies into the state's information technology infrastructure by state agencies. (3) Utilization of sources of renewable energy by state data centers. (4) Utilization of energy-efficient equipment and technologies in the information technology project approval process. (5) Replacement of state agencies' end-of-life desktop computers with energy-efficient laptop computers.
