This measure would provide that whenever a bill that would result in net costs for a program specified in the bill is referred or rereferred to the fiscal committee of either house, the bill shall not be heard or acted upon by the committee or either house until the bill either provides for an appropriation or other funding source in an amount that meets or exceeds the net costs. Resolved by the Assembly of the State of California,the Senate thereof concurring, That the Joint Rules of the Senate and Assembly for the 2009-10 Regular Session are amended by adding Joint Rule 10.4 to read, as follows: Bills Referred to Fiscal Committees 10.4. Whenever a bill that would result in net costs for a program specified in the bill is referred or rereferred to a fiscal committee of either house, the bill shall not be heard or acted upon by the committee or either house until the bill either provides for an appropriation or other funding source, or a combination thereof, in an amount that meets or exceeds the net costs.
