LEGISLATIVE COUNSEL'S DIGEST SB 761, as amended, Aanestad. Chiropractors. Health manpower pilot projects. Existing law allows the Office of Statewide Health Planning and Development to approve experimental health workforce pilot projects in specified fields. Under existing law, pilot projects in rural and central city areas are given priority. This bill would permit these pilot projects to be approved only if they focus on the health care needs of geriatric and disabled patients and patients with mental health treatment needs. It would delete certain fields from the list of those authorized for approved pilot projects. Existing law provides for the licensure and regulation of chiropractors by the State Board of Chiropractic Examiners. This bill would make nonsubstantive and technical changes to those provisions. Vote: majority. Appropriation: no. Fiscal committee: no yes . State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 128160 of the Health and Safety Code , as amended by Section 52 of Chapter 31 of the Statutes of 2008, is amended to read: 128160. (a) Pilot projects A pilot project, if it addresses the health care needs of geriatric and disabled patients and patients with mental health treatment needs, may be approved in the following fields: (1) Expanded role medical Medical auxiliaries. (2) Expanded role nursing. Nursing. (3) Expanded role dental assistants, dental hygienists, dental hygienists in alternative practice, or dental hygienists in extended functions. Pharmacy personnel. (4) Maternal child care personnel. Mental health professionals. (5) Pharmacy personnel. Other health care personnel, including, but not limited to, chiropractic personnel, podiatric personnel, geriatric care personnel, therapy personnel, and health care technicians. (6) Mental health personnel. (7) Other health care personnel including, but not limited to, veterinary personnel, chiropractic personnel, podiatric personnel, geriatric care personnel, therapy personnel, and health care technicians. (b) Projects that operate in rural and central city areas shall be given priority. SEC. 2. Section 128160 of the Health and Safety Code , as added by Section 9 of Chapter 415 of the Statutes of 1995, is repealed. 128160. (a) Pilot projects may be approved in the following fields: (1) Expanded role medical auxiliaries. (2) Expanded role nursing. (3) Expanded role dental auxiliaries. (4) Maternal child care personnel. (5) Pharmacy personnel. (6) Mental health personnel. (7) Other health care personnel including, but not limited to, veterinary personnel, chiropractic personnel, podiatric personnel, geriatric care personnel, therapy personnel, and health care technicians. (b) Projects that operate in rural and central city areas shall be given priority. SECTION 1. Section 1000 of the Business and Professions Code is amended to read: 1000. The law governing practitioners of chiropractic is found in an initiative act entitled "An act prescribing the terms upon which licenses may be issued to practitioners of chiropractic, creating the State Board of Chiropractic Examiners and declaring its powers and duties, prescribing penalties for violation hereof, and repealing all acts and parts of acts inconsistent herewith," which was adopted by the electors November 7, 1922.
