Existing law, the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 defines various terms for purposes of the act, including, among others, "affected city." THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 56011 of the Government Code is amended to read: 56011. "Affected city" means any city that satisfies either of the following conditions: (a) It contains, or its sphere of influence contains, territory for which a change of organization is proposed or ordered , either singularly or as part of a reorganization. (b) It would contain the territory described in subdivision (a) as a result of proceedings for a change of organization or reorganization taken pursuant to this division.
