LEGISLATIVE COUNSEL'S DIGEST AB 168, as amended, Gorell. Local Safety and Protection Account: appropriation. The Vehicle License Fee Law, in lieu of any ad valorem property tax upon vehicles, imposes an annual license fee for any vehicle subject to registration in this state in the amount of 1% of the market value of that vehicle, as provided, for a specified amount of time. Existing law, operative until June 30, 2011, also imposes an additional tax to the vehicle license fee equal to 0.15% of the market value of specified vehicles, as determined by the Department of Motor Vehicles, to be deposited in the General Fund and transferred to the Local Safety and Protection Account, a continuously appropriated fund. This bill would appropriate $506,400,000 from the General Fund to be deposited in the Local Safety and Protection Account, as specified.  This bill would declare that it is to take effect immediately as a bill providing for appropriations related to the Budget Bill.  Vote:  2/3   majority  . Appropriation: yes. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1.  For   In addition to any amounts in the Budget Act of 2011, for  the 2011-12 fiscal year, the sum of five hundred six million four hundred thousand dollars ($506,400,000) is hereby appropriated from the General Fund to be deposited in the Local Safety and Protection Account established in the Transportation Tax Fund. Notwithstanding Section 13340 of the Government Code, all moneys in the account are hereby continuously appropriated, without regard to fiscal year, to the Controller for allocation pursuant to Sections 29553, 30061, and 30070 of the Government Code, Section 13821 of the Penal Code, and Sections 18220 and 18220.1 of the Welfare and Institutions Code.  SEC. 2.   This act is a bill providing for appropriations related to the Budget Bill within the meaning of subdivision (e) of Section 12 of Article IV of the California Constitution, has been identified as related to the budget in the Budget Bill, and shall take effect immediately.
