LEGISLATIVE COUNSEL'S DIGEST AB 586, as introduced, Garrick. Administrative regulations: legislative review. The Administrative Procedure Act governs the procedure for the adoption, amendment, or repeal of regulations by state agencies and for the review of those regulatory actions by the Office of Administrative Law. This bill would require a standing committee of the Legislature with jurisdiction over a state agency proposing to adopt a regulation with a gross cost in excess of $10,000,000 to hold an informational hearing regarding the proposed regulation. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 9026.2 is added to the Government Code, to read: 9026.2. A standing committee of the Legislature with jurisdiction over a state agency proposing to adopt a regulation with a gross cost in excess of ten million dollars ($10,000,000), as estimated in the initial statement of reasons for the regulation, shall hold an informational hearing regarding the proposed regulation.
