The California Integrated Waste Management Act of 1989 requires the Department of Resources Recycling and Recovery to develop a program to increase the use of compost products in agricultural applications, including identifying federal, state, and local financial assistance and cooperating with appropriate federal and state agencies. This bill would enact the Agriculture Water Efficiency with Compost Use and Greenhouse Gas Reduction Act of 2011, which would require the department Department of Food and Agriculture , in consultation with the University of California Extension Service, to measure and monitor any increase in agricultural water efficiency resulting from the compost applications made pursuant to the incentives adopted by the State Air Resources Board pursuant to the California Global Warming Solutions Act of 2006 conjunction with the Department of Water Resources, to, through their existing programs, oversee a study or studies conducted by the University of California Extension Service, in partnership with local water districts, farmers, growers, and compost producers, to measure increases in water use efficiency through the use of compost in agricultural settings, and other potential benefits from the use of compost, with regard to climate change . Article 6 (commencing with Section 510) is added to Chapter 3 of Part 1 of Division 1 of the Food and Agricultural Code , to read: Article 6. Agriculture Water Efficiency with Compost Use and Greenhouse Gas Reduction Act of 2011 510. This article shall be known, and may be cited, as the Agriculture Water Efficiency with Compost Use and Greenhouse Gas Reduction Act of 2011. 511. The department, in conjunction with the Department of Water Resources, shall, through their existing programs, oversee a study or studies conducted by the University of California Extension Service, in partnership with local water districts, farmers, growers, and compost producers, to measure increases in water use efficiency through the use of compost in agricultural settings, and other potential benefits from the use of compost, with regard to climate change. SECTION 1. Article 3 (commencing with Section 42248) is added to Chapter 5 of Part 3 of Division 30 of the Public Resources Code, to read: Article 3. Agriculture Water Efficiency with Compost Use and Greenhouse Gas Reduction Act of 2011 42248. This article shall be known, and may be cited as, the Agriculture Water Efficiency with Compost Use and Greenhouse Gas Reduction Act of 2011. 42248.1. The department, in consultation with the University of California Extension Service, shall measure and monitor any increase in agricultural water efficiency resulting from the compost applications made pursuant to the incentives adopted by the State Air Resources Board pursuant to the California Global Warming Solutions Act of 2006 (Division 25.5 (commencing with Section 38500) the Health and Safety Code).
