 BILL NUMBER: AB 998INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Morrell FEBRUARY 18, 2011 An act to add Section 9518 to the Government Code, relating to the state budget. LEGISLATIVE COUNSEL'S DIGEST AB 998, as introduced, Morrell. Budget Bill: public availability. Under the existing California Constitution, a bill must be read by title 3 times in each house and a bill with amendments must be printed and distributed to the members of each house before it may be passed. Existing law requires the Legislative Counsel, with the advice of the rules committees of both houses, to make the text of each bill in all its forms, as well as other enumerated publications, available to the public in electronic form. This bill would provide that no vote may be taken in either house of the Legislature on the Budget Bill or other bills providing for appropriations related to the Budget Bill, as defined in the Constitution, until such bills have been made available to the public for 3 days in electronic form. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 9518 is added to the Government Code, to read: 9518. No vote shall be taken in either house of the Legislature on the Budget Bill or other bills providing for appropriations related to the Budget Bill, as defined in Section 12 of Article IV of the California Constitution, until such bills have been made available to the public for three days in electronic form pursuant to Section 10248.
