LEGISLATIVE COUNSEL'S DIGEST SB 1361, as introduced, La Malfa. State summary criminal history information. Existing law requires the Department of Justice to maintain the state summary criminal history information of any person, and limits the dissemination of that information to persons authorized by law to receive the record or information obtained from the record. Existing law makes it a misdemeanor for a person authorized to receive the state criminal history information to furnish the information to an unauthorized person. This bill would make a technical, nonsubstantive change to these provisions. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 11142 of the Penal Code is amended to read: 11142. Any person authorized by law to receive a record  ,  or information obtained from a record  ,  who knowingly furnishes the record or  the  information to a person who is not authorized by law to receive the record or  the  information is guilty of a misdemeanor.
