LEGISLATIVE COUNSEL'S DIGEST SB 418, as introduced, Huff. Public Utilities Commission. The California Constitution establishes the Public Utilities Commission, with jurisdiction over public utilities, and provides for the membership and tenure of the members of the commission. Existing law requires each commissioner, before entering upon the duties of the office, to take and subscribe the constitutional oath of office. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 302 of the Public Utilities Code is amended to read: 302.
