LEGISLATIVE COUNSEL'S DIGEST SB 788, as amended, Lowenthal. School facilities. Existing law, the Leroy F. Greene School Facilities Act of 1998 (the Greene Act), requires the State Allocation Board to allocate to applicant school districts prescribed per-unhoused-pupil state funding for construction and modernization of school facilities, including hardship funding and supplemental funding for site development and acquisition, and requires the board to adopt rules and regulations for the administration of the Greene Act.  This bill would require the State Allocation Board, in consultation with the State Department of Education and the Department of Finance, to report, on or before March 1, 2012, to the Legislature and the Governor regarding the status of the school facility program, including funds remaining, future eligibility for programs, and when funds are estimated to be depleted.   Existing law, the Field Act, requires the Department of General Services under the police power of the state to supervise the design and construction of a school building or the reconstruction or alteration of, or addition to, a school building, if not exempted under specified law, to ensure that plans and specifications comply with adopted rules and regulations and building standards published in regulations, and to ensure that the work of construction is performed in accordance with the approved plans and specifications for the protection of life and property.   This bill would state the intent of the Legislature to enact legislation to help improve and enhance elementary and secondary school facilities.  Vote: majority. Appropriation: no. Fiscal committee:  no  yes  . State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:  SECTION 1.   On or before March 1, 2012, the State Allocation Board, in consultation with the State Department of Education and the Department of Finance, shall report, in conformity with Section 9795 of the Government Code, to the Legislature and the Governor regarding the status of the school facility program. The report shall include, but not be limited to, all of the following:   (a) Remaining funding levels for the new construction program and the modernization program.   (b) An analysis of future eligibility for school facility programs.   (c) An estimated timeline for the depletion of school facility funds.   SECTION 1.   It is the intent of the Legislature to enact legislation to help improve and enhance elementary and secondary school facilities.
