THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 27701 of the Government Code is amended to read: 27701. A person is not eligible to  hold  the office of public defender unless he  or she  has been a practicing attorney in all of the courts of  the State   this state  for at least the year preceding the date of his  or her  election or appointment.
