An act to amend Sections 22511.5 and 22511.7 of the Vehicle Code, relating to vehicles. LEGISLATIVE COUNSEL'S DIGEST AB 1111, as amended, Gatto. Vehicles: parking. Vehicles: disabled persons or disabled veterans: parking privileges. Existing law authorizes a disabled person or disabled veteran to apply to the Department of Motor Vehicles for special license plates, a distinguishing placard, or a temporary distinguishing placard. Existing law generally authorizes a disabled person or disabled veteran possessing special license plates or a distinguishing placard to park for unlimited periods in specified zones, and authorizes a disabled person or disabled veteran to park in any metered parking space without being required to pay parking meter fees. Existing law authorizes a local authority, by ordinance or resolution, to designate onstreet parking spaces for the exclusive use of a vehicle that displays these special license plates or a distinguishing placard. This bill would authorize a local authority to install parking meters in those designated onstreet parking spaces, and would authorize a local authority to require, by ordinance or resolution, a disabled person or disabled veteran displaying a temporary distinguishing placard to pay parking meter fees when parking at a metered space. Existing law generally prohibits a person from stopping or parking a vehicle within 15 feet of a fire hydrant. This bill would make technical, nonsubstantive changes to that provision. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 22511.5 of the Vehicle Code is amended to read: 22511.5. (a) (1) A disabled person or disabled veteran displaying special license plates issued under Section 5007 or a distinguishing placard issued under Section 22511.55 or 22511.59 is allowed to may park for unlimited periods in any of the following zones: (A) In any a restricted zone described in paragraph (5) of subdivision (a) of Section 21458 or on streets upon which preferential parking privileges and height limits have been given pursuant to Section 22507. (B) In any a parking zone that is restricted as to restricts the length of time parking is permitted as indicated by a sign erected pursuant to a local ordinance. (2) A (A) Except as provided in subparagraph (B), a disabled person or disabled veteran is allowed to displaying special license plates issued under Section 5007 or a distinguishing placard issued under Section 22511.55 or 22511.59 may park in any a metered parking space without being required to pay parking meter fees. (B) A local authority may require, by ordinance or resolution, a disabled person or disabled veteran displaying a temporary distinguishing placard issued under Section 22511.59 to pay parking meter fees when parking at a metered space. (3) This subdivision does not apply to a zone for which state law or ordinance absolutely prohibits stopping, parking, or standing of all vehicles, or which the law or ordinance reserves for special types of vehicles, or to the parking of a vehicle that is involved in the operation of a street vending business. (b) A disabled person or disabled veteran is allowed to may park a motor vehicle displaying a special disabled person license plate or placard issued by a foreign jurisdiction with the same parking privileges authorized in this code for any a motor vehicle displaying a special license plate or a distinguishing placard issued by the Department of Motor Vehicles. SEC. 2. Section 22511.7 of the Vehicle Code is amended to read: 22511.7. (a) In addition to Section 22511.8 for offstreet parking, a local authority may, by ordinance or resolution, designate onstreet parking spaces for the exclusive use of a vehicle that displays either a special identification license plate issued pursuant to Section 5007 or a distinguishing placard issued pursuant to Section 22511.55 or 22511.59. (b) (1) Whenever a local authority so designates a parking space, it shall be indicated by blue paint on the curb or edge of the paved portion of the street adjacent to the space. In addition, the local authority shall post immediately adjacent to and visible from the space a sign consisting of a profile view of a wheelchair with occupant in white on a blue background. (2) The sign required pursuant to paragraph (1) shall clearly and conspicuously state the following: "Minimum Fine $250." This paragraph applies only to signs for parking spaces constructed on or after July 1, 2008, and signs that are replaced on or after July 1, 2008. (3) If the loading and unloading area of the pavement adjacent to a parking stall or space designated for disabled persons or disabled veterans is to be marked by a border and hatched lines, the border shall be painted blue and the hatched lines shall be painted a suitable contrasting color to the parking space. Blue or white paint is preferred. In addition, within the border the words "No Parking" shall be painted in white letters no less than 12 inches high. This paragraph applies only to parking spaces constructed on or after July 1, 2008, and painting that is done on or after July 1, 2008. (c) A local authority may install parking meters in the designated onstreet parking spaces described in subdivision (a). (c) (d) This section does not restrict the privilege granted to disabled persons and disabled veterans by Section 22511.5. SECTION 1. Section 22514 of the Vehicle Code is amended to read: 22514. A person shall not stop, park, or leave standing a vehicle within 15 feet of a fire hydrant except as follows: (a) If the vehicle is attended by a licensed driver who is seated in the front seat and who can immediately move the vehicle in case of necessity. (b) If the local authority adopts an ordinance or resolution reducing that distance. If the distance is less than 10 feet total length when measured along the curb or edge of the street, the distance shall be indicated by signs or markings. (c) If the vehicle is owned or operated by a fire department and is clearly marked as a fire department vehicle.
