 BILL NUMBER: AB 2044INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Harper FEBRUARY 17, 2016 An act to amend Section 82013 of the Government Code, relating to the Political Reform Act of 1974. LEGISLATIVE COUNSEL'S DIGEST AB 2044, as introduced, Harper. Recipient committee: threshold qualifications. Existing law defines a "committee" under the Political Reform Act of 1974 by reference to amounts of moneys received in contributions, made in independent expenditures, or made in contributions by a person or persons on an annual basis. This bill would make technical, nonsubstantive changes to this provision. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 82013 of the Government Code is amended to read: 82013.  (a)    "Committee" means any person or combination of persons who directly or indirectly does any of the following:  (a)   (1)  Receives contributions totaling two thousand dollars ($2,000) or more in a calendar year.  (b)   (2)  Makes independent expenditures totaling one thousand dollars ($1,000) or more in a calendar  year; or   year.   (c)   (3)  Makes contributions totaling ten thousand dollars ($10,000) or more in a calendar year  to   to,  or at the behest  of   of,  candidates or committees.  A   (b)     A  person or combination of persons that becomes a committee shall retain its status as a committee until such time as that status is terminated pursuant to Section 84214.
