LEGISLATIVE COUNSEL'S DIGEST AB 790, as amended, Ting. Housing and home financing. Fire protection: portable fire extinguishers: licenses. Existing law prohibits a person from engaging in the business of, or performing for a fee, the servicing, charging, or testing of portable fire extinguishers without a license issued by the State Fire Marshal expressly authorizing the person to perform such acts. Existing law requires the licensee to notify the State Fire Marshal in writing within 15 days of any change of his or her address. This bill would instead require the licensee to notify the State Fire Marshal in writing within 30 days of any change of his or her address. The Zenovich-Moscone-Chacon Housing and Home Financing Act declares that housing is of vital statewide importance to the health, safety, and welfare of the residents of the state and that it is the policy of the state to provide a decent home and suitable living environment for every California family. That act provides that its provisions shall be liberally construed and shall prevail over other conflicting laws. This bill would make a nonsubstantive change to these provisions. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 13169 of the Health and Safety Code is amended to read: 13169. Every A licensee shall notify the State Fire Marshal at his or her Sacramento office in writing within 15 30 days of any change of his or her address. SECTION 1. Section 50200 of the Health and Safety Code is amended to read: 50200. The exercise of powers specified in this division will be in all respects for the benefit of the people of the state, for their well-being and prosperity, and for the improvement of their social and economic conditions. Therefore, this division shall be liberally construed to effect its purposes. In the event of a conflict between this division and another provision of law, the provisions of this division shall be deemed controlling. If any clause, sentence, paragraph, or section of this division is held invalid by any court of competent jurisdiction, the decision shall not affect or impair any of the remaining provisions.
