 BILL NUMBER: SB 1144INTRODUCED BILL TEXT INTRODUCED BY Senator Hancock FEBRUARY 18, 2016 An act to add Section 84810.6 to the Education Code, relating to postsecondary education. LEGISLATIVE COUNSEL'S DIGEST SB 1144, as introduced, Hancock. Community college apportionment. Existing law establishes the California Community Colleges under the administration of the Board of Governors of the California Community Colleges. Existing law requires the board of governors to appoint a chief executive officer, to be known as the Chancellor of the California Community Colleges. Existing law requires, unless specifically exempted by statute or regulation, every course, course section, or class, reported for state aid, wherever offered and maintained by a community college district, to be fully open to enrollment and participation by any person who has been admitted to the college and who meets certain prerequisites, as specified. This bill would waive these open course requirements for classes a community college district provides to correctional peace officers of a state correctional facility. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 84810.6 is added to the Education Code, to read: 84810.6. Open course provisions in statute or regulations of the board of governors shall be waived for a governing board of a community college district for classes the district provides to correctional peace officers of a state correctional facility.
