Section 6034 is added to the Penal Code, to read:6034. (a) It is the intent of the Legislature in enacting this section to improve police services by providing capital improvement funds to public safety agencies to construct, renovate, or relocate police department facilities in rural underserved cities.(b) The Board of State and Community Corrections shall, upon appropriation by the Legislature, award grants to cities for the purposes of constructing, renovating, or relocating police departments. Grants shall be awarded to communities with concentrations of people that have low incomes, high unemployment rates, low levels of homeownership, high rent burdens, sensitive populations, or low levels of educational attainment. Grants shall be awarded only to cities that have a population of 30,000 or less and that have 25 percent or more of its census tracts with either of the following:(1) Median household incomes at or below 80 percent of the statewide median income or with median household incomes at or below the threshold designated as low income by the Department of Housing and Community Developments list of state income limits adopted pursuant to Section 50093 of the Health and Safety Code.(2) Areas disproportionately affected by environmental pollution or other hazards that can lead to negative public health effects, exposure, or environmental degradation as defined in Section 39711 of the Health and Safety Code.
