The governing board of each community college district that establishes such a program is required to negotiate, or meet and confer, to establish a program to provide part-time faculty office hours.This bill would require each community college district to report, on or before August 15 of each year, the total part-time faculty office hours paid, divided by the total part-time faculty office hours taught, during the prior fiscal year and to post this information on its Internet Web site.To the extent that the bill would impose new duties on community college districts, it would constitute a state-mandated local program.The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state.
