The bill would require the advisory committee, by January 1, 2019, to make recommendations in a report to the Legislature, the Department of Transportation, and the Los Angeles County Metropolitan Transportation Authority on the most appropriate and feasible alternative in the State Route 710 North project area that would promote smart and functional land use, reduce automobile dependency, encourage multimodal trips, improve traffic operations, and maximize the use of the latest available technologies to enhance the performance of the existing transportation system to minimize impacts of regional traffic on the communities along the State Route 710 corridor. (a)It is unlawful for a person to drive an off-highway motor vehicle with a willful and wanton disregard for the safety of other persons or property. (b)A person who violates this section shall, upon conviction thereof, be punished by imprisonment in a county jail for not less than five days nor more than 90 days or by a fine of not less than one hundred forty-five dollars ($145) nor more than five hundred dollars ($500), or by both that fine and imprisonment, except as provided in Section 38317.
