Many Islamic schools and Muslims are now being threatened because of the actions of terror groups abroad.(d)This state of affairs threatens religious institutions and schools, and puts them at an increased risk due to the effect of ongoing conflicts in the world.(e)Every student has the right to learn in a safe, secure environment, free from violence or fear of harm.(f)The presence of trained security personnel on school property provides an added measure of security for students and is a deterrent to those looking to cause harm to students.SECTION 1. Section 53069.81 is added to the Government Code, to read:53069.81. (a) A private schools law enforcement grant program is hereby created to be administered by the Board of State and Community Corrections.(b) The board shall award grants to local law enforcement agencies to provide supplemental law enforcement services to private schools. The board shall develop guidelines for the program that establish an application process and application criteria. In evaluating and awarding grants, the board shall consider all of the following:(1) The number of private schools in the jurisdiction.(2) The number of prior incidents at private schools in the jurisdiction that required a law enforcement response.(3) The number of prior incidents at private schools in the jurisdiction when, according to the applicant, local law enforcement resources were inadequate and additional law enforcement resources were required to supplement those resources in order to adequately protect public safety.(c) A city, county, or city and county law enforcement agency, including a city police department or a county sheriffs office, shall be eligible to apply for a grant under subdivision (b).(d) The program established pursuant to this section shall be restricted to supporting local law enforcement agencies that provide supplemental law enforcement services to private schools in their jurisdictions pursuant to paragraph (4) of subdivision (a) of Section 53069.8, with priority to those agencies that identify a heightened risk of violence, hate crimes, or other criminal activity to specific private schools, or to the students, teachers, parents, or staff at those schools.SEC. 2. 88-(b) The board shall award grants to local law enforcement agencies to provide supplemental law enforcement services to private schools. The board shall develop guidelines for the program that establish an application process and application criteria. In evaluating and awarding grants, the board shall consider all of the following:

90-(1) The number of private schools in the jurisdiction.

92-(2) The number of prior incidents at private schools in the jurisdiction that required a law enforcement response.

94-(3) The number of prior incidents at private schools in the jurisdiction when, according to the applicant, local law enforcement resources were inadequate and additional law enforcement resources were required to supplement those resources in order to adequately protect public safety.

96-(c) A city, county, or city and county law enforcement agency, including a city police department or a county sheriffs office, shall be eligible to apply for a grant under subdivision (b).

98-(d) The program established pursuant to this section shall be restricted to supporting local law enforcement agencies that provide supplemental law enforcement services to private schools in their jurisdictions pursuant to paragraph (4) of subdivision (a) of Section 53069.8, with priority to those agencies that identify a heightened risk of violence, hate crimes, or other criminal activity to specific private schools, or to the students, teachers, parents, or staff at those schools.

The sum of ten million dollars ($10,000,000) is hereby appropriated from the General Fund to the Controller for allocation to local governmental entities Board of State and Community Corrections to establish a law enforcement grant program for the provision of supplemental law enforcement services to private schools, private colleges, or private universities schools pursuant to paragraph (4) of subdivision (a) of Section 53069.8 Section 53069.81 of the Government Code.
