(a) The chairpersons of the committees in each house that consider the budget shall introduce all of the Governors proposals for bills providing for appropriations related to the Budget Bill.(b) The Legislature shall only hear or act upon a bill providing for appropriations related to the Budget Bill if that bill has been in print for 72 hours and makes a substantive change in or addition to existing law. The Legislature shall not hear or act upon a bill providing for appropriations related to the Budget Bill that merely states the Legislatures intent to make necessary statutory changes to implement the budget bill.
