The facts constituting the necessity are:In order for the county lighting maintenance districts for the County of Los Angeles to utilize funds collected pursuant to the Improvement Act of 1911 to purchase streetlights serving the unincorporated area of the county for ownership and enhanced maintenance by July 18, 2018, it is necessary for this act to go into immediate effect.
