In addition to a districts authority to perform maintenance as defined in Section 5835.3 of the Streets and Highways Code, the county lighting maintenance districts for the County of Los Angeles may also perform maintenance and make improvements pursuant to Sections 22525 and 22531 of the Streets and Highways Code.SEC. 2. The Legislature finds and declares that a special statute is necessary and that a general statute cannot be made applicable within the meaning of Section 16 of Article IV of the California Constitution because of the unique need to perform maintenance and make improvements by the county lighting maintenance districts for the County of Los Angeles.SEC. 3. This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the California Constitution and shall go into immediate effect. The facts constituting the necessity are:In order for the county lighting maintenance districts for the County of Los Angeles to utilize funds collected pursuant to the Improvement Act of 1911 to purchase streetlights serving the unincorporated area of the county for ownership and enhanced maintenance by July 18, 2018, it is necessary for this act to go into immediate effect.
