                    Senate Concurrent Resolution No. 159 CHAPTER 234 Relative to the Long Beach Fire Captain David Rosa Memorial Highway. Long Beach Fire Captain David Rosa Memorial Highway.This measure would designate the portion of Interstate 5 between Camino Las Ramblas and the Ortega Highway in the County of Orange as the Long Beach Fire Captain David Rosa Memorial Highway. The measure would also request the Department of Transportation to determine the cost for appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.Digest Key Fiscal Committee: YES Bill TextWHEREAS, Long Beach Fire Captain David Rosa, a 17-year veteran of the Long Beach Fire Department, assigned to Fire Station 10 in the central part of Long Beach, was shot as he responded to an explosion at a senior living complex, 19 minutes after he and his fellow fire personnel had arrived at the scene of an explosion and subsequent fire; andWHEREAS, He and his crew, including Firefighter Ernesto Torres, who was also injured, had responded to a predawn call to Covenant Manor, a high-rise housing complex for seniors where they had been met with gunfire from the now burning complex; andWHEREAS, David Rosa at the young age of 45 died later that same day from his wounds; andWHEREAS, As a young man, David Rosa always put others before himself and possessed the ability to be focused amid chaos which made him a natural fit to be a first responder; andWHEREAS, When he was struck by gunfire while responding to the explosion at the high-rise senior apartment complex, David Rosa was doing what he did every day, running selflessly toward danger to protect the most vulnerable; andWHEREAS, David Rosa coached his sons in baseball and was a volunteer for his beloved little league team in the community of San Juan Capistrano where he and his family lived; andWHEREAS, David Rosa was also a great storyteller and teacher who led by example and who was humble, grounded, faithful, and loyal; but most of all, he was loved, and he knew how to love others back; andWHEREAS, Long Beach Fire Captain David Rosa, who doted on his wife Lynley of 19 years and their two sons, Alec, 26, and Samuel, 15, always made you feel like you were the only person that mattered to him; now, therefore, be itResolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature hereby designates the portion of Interstate 5 between Camino Las Ramblas (approximately post mile 6.761) and the Ortega Highway (approximately post mile 9.428) in the County of Orange as the Long Beach Fire Captain David Rosa Memorial Highway; and be it furtherResolved, That the Department of Transportation is requested to determine the costs of erecting the appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources covering the cost, to erect those signs; and be it furtherResolved, That the Secretary of the Senate transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
