Any funds so transferred shall be used only for support of CALSTARS-related data-processing costs incurred.3.Notwithstanding any other law, the Director of Finance may authorize a loan from the General Fund to the Department of Finance for the purpose of meeting operational cashflow obligations for the 201920 fiscal year. The loan shall not exceed the estimated amount of uncollected reimbursements for the final quarter of the fiscal year.4.For the purpose of evaluating and continuing development and enhancement of the Governors Budget Presentation System (GBPS), the following provision applies:(a)Notwithstanding any other law, the Department of Finance may amend its existing contract with the internet web development firm to augment and continue consulting services until June 30 of each year, for the purpose of providing continuity of services.5.The amount appropriated in Schedule (5) shall be used to reimburse the Department of Justice for legal services. In addition to the amount in Schedule (5), upon order of the Director of Finance, any non-General Fund Budget Act item for support of the Department of Finance may be augmented to reimburse the Department of Justice for legal services. No augmentation shall be made sooner than 30 days after the Joint Legislative Budget Committee has been notified in writing.6.Notwithstanding any other law, the Director of Finance is authorized to select private firms or individuals for implementing the requirements of Chapter 496 of the Statutes of 2011. The resulting contracts for services shall not require the review, consent, or approval of the Department of General Services or any other state department or agency as they need not comply with requirements under the Public Contract Code or any other law that otherwise would apply. Such contracts for services may include those terms and conditions that the Director of Finance finds to be in the states best interest.7.Notwithstanding any other law, the Director of Finance is authorized to contract with auditors, lawyers, and other types of advisors and consultants to assist, advise, and represent the director and the Department of Finance in any matter arising out of or contemplated by Parts 1.8 (commencing with Section 34161) and 1.85 (commencing with Section 34170) of Division 24 of the Health and Safety Code. The resulting contracts for services shall not require the review, consent, or approval of the Department of General Services or any other state department or agency as they need not comply with requirements under the Public Contract Code or any other law that otherwise would apply. Such contracts for services may include those terms and conditions that the Director of Finance finds to be in the states best interest.8.Up to $2,000,000 of the appropriation in Schedule (1) is available for costs associated with the implementation of measures to respond to the threat of catastrophic wildfires and address the impact on victims, ratepayers, utilities, and other stakeholders. The Department of Finance shall report the use of these funds to the Joint Legislative Budget Committee.SEC. 2. Section 39.00 of the Budget Act of 2019 is amended to read:SEC. 39.00.
