(c) Notwithstanding Chapter 3.5 (commencing with Section 11340) of Part 1 of Division 3 of Title 2 of the Government Code, the department may implement, interpret, or make specific this section by means of plan or provider bulletins, or similar instructions. The department shall adopt regulations by no later than January 1, 2021.

Existing law specifies the controlled substances a licensed narcotic treatment program may use for narcotic replacement therapy by licensed narcotic treatment programs, including methadone and buprenorphine products.This bill would require narcotic treatment programs to provide make available for sale a safe storage products, product, as defined, to every patient who is eligible to take medication off the premises.
