The bill would prohibit a community college from charging for any menstrual products, including feminine hygiene products, provided to students. Because this bill would impose new duties on community college districts, it would impose a state-mandated local program.The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state.
