Existing law establishes the Breakfast After the Bell Program, administered by the State Department of Education, for the purpose of awarding grants to school districts, charter schools, and county offices of education for schoolsite breakfast after the bell programs that provide breakfast to pupils after the schoolday has begun.Existing law establishes a public school financing system that requires state funding for county superintendents of schools, school districts, and charter schools to be calculated pursuant to a local control funding formula, as specified, that includes average daily attendance as a component of that calculation. This bill would require time spent by a pupil in kindergarten or any of grades 1 to 12, inclusive, consuming breakfast provided through a school breakfast program at a school district, county office of education, or charter school to be considered instructional minutes that generate average daily attendance for purposes of computing any apportionments of state funding if the pupil consumes the breakfast in the pupils classroom and educational activities are provided to the pupil while the pupil is consuming the breakfast.
