The bill would require the training course to be developed by the board or a provider approved by the board, and to meet and apply to the continuing education requirements for licensees established by the board.By imposing additional duties on county agricultural commissioners, and by expanding the definition of a crime, this bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state.
