Sec. 3001 et seq.).(2) Wagering is offered only within the racing enclosure and only within seven days of the running of the out-of-state race.SEC. 2. This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the California Constitution and shall go into immediate effect. The facts constituting the necessity are:In order to protect, at the earliest possible time, the interests of Californias quarter horse racing industry by generating purses that exceed or equal the amount of purses paid by other racing jurisdictions, it is necessary that this act take effect immediately.
