Existing state law authorizes the California Department of Aging to make available state funds to fund senior nutrition programs that complement programs implemented pursuant to the Older Americans Act.This bill would declare the intent of the Legislature to enact legislation relating to food insecurity among older adults in the state.Existing law specifies the duties of the California Commission on Aging, including serving as the principal advocate body in the state on behalf of older individuals, actively participating and advising the department in the development and preparation of the State Plan on Aging, and performing other duties as may be required by statute, regulation, or resolution.This bill would additionally require the commission to study the impact of malnutrition on older adults in all health care settings in this state and to monitor the influence of malnutrition on older adults health care costs and outcomes and quality indicators, among other duties related to the prevention of malnutrition in older adults.Digest Key Vote: MAJORITY Appropriation: NO Fiscal Committee: NOYES Local Program: NO Bill TextThe people of the State of California do enact as follows:SECTION 1. The commission shall perform all of the following duties, in addition to the duties and functions described in Section 9202:(a) Study the impact of malnutrition on older adults in all health care settings in this state.(b) Monitor the influence of malnutrition on older adults health care costs, outcomes, and quality indicators.(c) Investigate effective strategies for reducing the incidence of malnutrition among older adults.(d) Identify evidence-based malnutrition prevention intervention models, including community nutrition programs that are in food deserts or low-income regions.(e) Examine the components and key elements of malnutrition prevention intervention initiatives, consider their applicability in this state, and develop strategies for testing, implementation, and evaluation of the initiatives.(f) Identify evidence-based strategies that raise public awareness of malnutrition among older adults, such as educational materials, social marketing, and statewide campaigns.SECTION 1.It is the intent of the Legislature to enact legislation to address food insecurity among older adults in the state.
