Section 12815.5 is added to the Vehicle Code, to read:12815.5. (a) The department shall establish a procedure to enable the department to issue, and a person to obtain, a duplicate drivers license or identification card without requiring the person to apply for the duplicate drivers license or identification card in person at a department office.(b) The procedures established pursuant to subdivision (a) shall prohibit the department from issuing a duplicate drivers license or identification card if there has been a material change in any personally identifiable information listed on the drivers license or identification card since its prior issuance.(c) For purposes of this section, duplicate drivers license or identification card means a drivers license or identification card issued subsequent to the original or renewed drivers license or identification card that includes the exact same personally identifiable information and expiration date as the original or renewed drivers license or identification card, and that is issued at the request of the holder of the drivers license or identification card when the original or renewed drivers license or identification card is lost, destroyed, or mutilated, and there has been no material change in any personally identifiable information listed on the drivers license or identification card since its prior issuance.SECTION 1.Section 12511 of the Vehicle Code is amended to read:12511.A person shall not have in the persons possession or otherwise under the persons control more than one drivers license.
