1-Assembly Concurrent Resolution No. 147 CHAPTER 44 Relative to the Jeffrey Jef Dye Memorial Highway. [ Filed with Secretary of State September 14, 2020. ] LEGISLATIVE COUNSEL'S DIGESTACR 147, Lackey. Jeffrey Jef Dye Memorial Highway.This measure would designate a specified portion of Interstate 5 in the County of Los Angeles as the Jeffrey Jef Dye Memorial Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.Digest Key Fiscal Committee: YES Bill TextWHEREAS, Jeffrey Jef Dye of the Ventura County Sheriffs Office was born in the City of San Fernando, California, to parents Linda and Duane Dye on October 25, 1968, and is survived by his wife Sandra, mother Linda, and sisters Lori Bushnell and Luanne Brock; andWHEREAS, Jef was raised in the City of Fillmore, California, where he attended Fillmore High School, graduating in 1986; Jef continued his education and earned an associate degree in criminology and a bachelor of science degree in computer science; andWHEREAS, Jef began his professional career as an Investigative Assistant with the Ventura County District Attorneys Office, after which he focused on Digital Forensics and CyberCrime and worked at General Dynamics, PricewaterhouseCoopers, and, most recently, Bank of America as Vice President of Global Information Security; andWHEREAS, After dating for 10 years, in 2011, Jef married the love of his life Sandy; Jef and Sandy were best friends and filled their life with love for one another, family, travel, and bargain hunting; Jef was an extremely devoted son and spent most Sundays visiting and helping out his parents; andWHEREAS, On August 28, 2016, Jef joined the Ventura County Sheriffs Offices Fillmore Mountain Search and Rescue (SAR) Team; Jef completed extensive training in technical rescue operations, rope systems, advanced first aid, and search area management; andWHEREAS, Jef was appointed to the teams board of directors as secretary, providing valuable organization and leadership to the members of the Fillmore Mountain Search and Rescue Team; andWHEREAS, Jef responded to many emergency search and rescue incidents for individuals injured, lost, or otherwise in distress in the wilderness backcountry of Californias national forests; Jef lived the search and rescue motto, So that others may live; and WHEREAS, On February 2, 2019, Jef and his teammates were travelling on Interstate 5 south of the City of Gorman en route to a training exercise during a heavy rainstorm; Jef and his teammates observed a serious vehicle rollover accident in the center divider involving a vehicle with multiple occupants; andWHEREAS, Jef and his teammates self-activated and began an emergency response hoping to save lives in jeopardy; during the triage and medical treatment in progress by Jef and his teammates, a second vehicle lost control and crashed into the existing accident scene, mortally injuring Jef and critically injuring many of his teammates; andWHEREAS, Jef did not hesitate when putting himself in harms way to provide needed emergency medical assistance to a family in distress and in need of immediate medical attention; and WHEREAS, Fillmore Mountain SAR Team Member Jeffrey Jef Dye will be dearly missed by all who had the pleasure and honor of knowing him; now, therefore, be it Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the 4.735-mile portion of Interstate 5 between post mile R68.818 and post mile R73.553 in the County of Los Angeles as the Jeffrey Jef Dye Memorial Highway to honor and commemorate Jefs service to his community and his family; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs consistent with the signage requirements for the state highway system showing this special designation and, upon receiving donations from nonstate sources sufficient to cover that cost, to erect those signs; and be it furtherResolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
