Kobe Bryant and Gianna Bryant Helicopter Safety Act.This measure would urge the Congress of the United States to enact federal legislation to direct the Federal Aviation Administration to adopt new helicopter safety standards in coordination with the National Transportation Safety Board, including the requirement of a terrain awareness and warning system on board all helicopters.Digest Key Fiscal Committee: NO Bill TextWHEREAS, Every year lives are lost as a result of helicopter accidents in the United States; andWHEREAS, A terrain awareness and warning system (TAWS) assists pilots by preventing unintentional impacts with the ground; andWHEREAS, In 2004, the National Transportation Safety Board (NTSB) recommended to the Federal Aviation Administration (FAA) that all helicopters be equipped with a TAWS; andWHEREAS, The FAA rejected the recommendation to require the additional safety measures, thus imperiling helicopter passengers throughout the country; andWHEREAS, On January 26, 2020, nine people were killed in a helicopter crash in Calabasas, California, among them being basketball legend Kobe Bryant and his 13-year-old daughter Gianna Bryant; andWHEREAS, The helicopter involved in the fatal accident was not equipped with a TAWS, an instrument that would have reduced the likelihood of such an accident occurring; now, therefore be itResolved by the Assembly and the Senate of the State of California, jointly, That the Legislature urges the Congress of the United States to enact federal legislation to direct the FAA to adopt new helicopter safety standards in coordination with the NTSB, including the requirement of a TAWS on board all helicopters; and be it furtherResolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the President and Vice President of the United States, to the Speaker of the United States House of Representatives, to the Majority Leader of the United States Senate, to each Senator and Representative from California in the Congress of the United States, and to the author for appropriate distribution.
