State Water Resources Control Board: powers.The California Constitution declares that the general welfare requires that the water resources of the state be put to beneficial use to the fullest extent of which they are capable, and that the right to the use of water does not extend to the waste or unreasonable use, method of use, or method of diversion of water. Existing law requires the Department of Water Resources and the State Water Resources Control Board to take all appropriate action to prevent waste, unreasonable use, an unreasonable method of use, or an unreasonable method of diversion of water. Existing law authorizes the board to investigate bodies of water, to take testimony in regard to the rights to water or the use of water, and to ascertain whether or not water is appropriated under the law.This bill would make nonsubstantive changes in the provisions relating to the authorization of the board to take that testimony and ascertain whether water has been appropriated.Digest Key Vote: MAJORITY Appropriation: NO Fiscal Committee: NO Local Program: NO Bill TextThe people of the State of California do enact as follows:SECTION 1.
