For a person to meet the definition of a disabled veteran, they must have sustained an injury or disease while on active service in the United States Armed Forces. Additionally, existing law requires the veteran to have a 100% disability rating from the United States Department of Veterans Affairs due to a diagnosed disease or disorder that substantially impairs or interferes with mobility, be so severely disabled that they are unable to move without an assistant device, have lost, or lost use of, one or more limbs, or suffer permanent blindness.
