Under existing law, a violation of the provisions governing the licensing of an operator of a for-hire vessel is a misdemeanor.This bill, for the purposes of those provisions governing the licensing of an operator of a for-hire vessel, would revise the definition of for-hire vessel to instead include a vessel propelled by machinery carrying one or more passengers for hire, except as specified. By expanding the scope of a crime, the bill would impose a state-mandated local program.The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state.
