The measure would request the Department of Transportation to determine the cost for appropriate signs, which shall include the star of the California Highway Patrol, showing this special designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.Digest Key Fiscal Committee: YES Bill TextWHEREAS, Lucas Forrest Chellew was born on August 10, 1985, in Berkeley, California, to Charles and Marion Chellew; andWHEREAS, Lucas grew up in Grass Valley, California, where he enjoyed sports, 4-H, wakeboarding, hiking, and driving the family Jeep through the pasture by their home with his sister Hanna and his father; Lucas was also a dedicated Boy Scout, who loved to work on projects with his mom, ultimately attaining the rank of Life Scout; andWHEREAS, After graduating in 2003 from Bear River High School in Grass Valley, Lucas started his life of service at 18 years of age, enlisting in the United States Army, proudly serving his country for five years of active duty and three years in the Army Reserve, including deployments to the Netherlands, Afghanistan, and Germany, as Military Police, and earning the rank of Sergeant E-5 before his discharge; andWHEREAS, On November 10, 2008, Lucas followed in his fathers footsteps and entered the California Highway Patrol Academy; andWHEREAS, Officer Chellew, badge number 19402, graduated from the California Highway Patrol Academy on May 15, 2009, and then worked in the West Valley office and began his career as a motorcycle officer; andWHEREAS, Officer Chellew transferred to the Capitol Protection Section in Sacramento and transitioned from a motorcycle officer to an equestrian officer partnered with his horse, Samson, and then settled in the South Sacramento office in July 2015, where he worked for two years, returning to motorcycle duty; andWHEREAS, While assigned to Capitol Protection, Lucas met the love of his life, Christina, whom he married in 2016, three years to the day of their first coffee date; and WHEREAS, Lucas was a very loving, involved, and hands-on father from the moment each of his children entered his life; andWHEREAS, As a husband, father, son, brother, friend, and coworker, CHP Officer Chellew attained every goal he set out to do; his extraordinarily kind demeanor and his infectious smile made him easy to approach and talk with, and he had a heart for service and it showed in the returned love his community had for him; andWHEREAS, Everything Officer Chellew did, he did for his family; he worked hard so they could enjoy life and make memories; he loved spending time with his family vacationing in the snow and enjoyed riding his motorcycle off duty; andWHEREAS, On February 22, 2017, Officer Chellew was in pursuit of a stolen motorcycle on Fruitridge Road in Sacramento, and during the pursuit, Officer Chellew was involved in a collision and was transported to UC Davis Medical Center where he succumbed to his injuries; andWHEREAS, At the time of his death, Officer Chellew was survived by his wife of two years, Christina, his daughter Hadley, and his son Cameron, his father, retired CHP Captain Charles Chellew, his mother Marion, and his sister, CHP Sergeant Hanna Chellew; andWHEREAS, In recognition of Officer Chellews great contributions and sacrifice in serving the California Highway Patrol and the citizens of California, it would be fitting to designate a portion of State Route 99 at the Fruitridge Overcrossing in the County of Sacramento in his honor; now, therefore be itResolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature hereby designates the Fruitridge Overcrossing, OC# 24-148 (at post mile 21.944), located between Martin Luther King Jr. Boulevard and 12th Avenue in the County of Sacramento as the CHP Officer Lucas Forrest Chellew Memorial Overcrossing; and be it furtherResolved, That the Department of Transportation is requested to determine the costs of erecting the appropriate signs, which shall include the star of the California Highway Patrol, consistent with the signing requirements for the state highway system, showing these special designations, and upon receiving donations from nonstate sources covering the cost, to erect those signs; and be it furtherResolved, That the Secretary of the Senate transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
